Summary: The aim of this paper is to characterize and construct universally optimal designs among the class of circular repeated-measurements designs when the parameters do not permit balance for carry-over effects. It is shown that some circular weakly neighbour balanced designs defined by K. Filipiak and A. Markiewicz [Commun. Stat., Theory Methods 41, No. 13–14, 2356–2366 (2012; Zbl 1271.62172)] are universally optimal repeated-measurements designs. These results extend the work of C. G. Magda [Commun. Stat., Theory Methods A9, 1901–1918 (1980; Zbl 0457.62061)], J. Kunert [Commun. Stat., Theory Methods 13, 2665–2671 (1984; Zbl 0565.62048)], and Filipiak and Markiewicz [loc. cit.].
