This paper is meant to introduce Western readers to a large amount of Chinese operations research devoted to predicting and controlling the outcome of agricultural, meteorological and other phenomena for which adequate data are too hard or too expensive to collect. Although the techniques (drawn from systems identification theory, adaptive dynamic programming, fuzzy set theory and so on) are themselves presented in rather grey fashion here because of confusing syntax, the paper does have an extensive bibliography (almost all in Chinese) of applications of grey theory to practical problems in the People’s Republic.
