Summary: We consider the roughness of linear stationary systems in relation to the property of stability. This paper is published in two parts. In the first part we discuss the formulation of the problem and introduce the basic concepts and definitions. In the second part we formulate and prove a criterion for roughness and a number of its consequences and also examples of the study of roughness.
