Evolutionary implementation and congestion pricing. (English) Zbl 1025.91002

The paper deals with a model of roadway congestion treated as an implementation problem in the frame of evolutionary game theory. It is assumed that the planner must contend with hidden information (the individual drivers’ tolerances for delay are unknown) and with hidden action (his ability to observe drivers’ behaviour is limited). To solve the planner’s problem, a new class of mechanisms and a new notion of implementation are introduced. The main result shows that there are simple decentralized price schemes ensuring efficient actions of the planner under the above limitations of his knowledge.
