Based on the authors’ abstract: In this paper, second order sufficient conditions for the strong local optimality of singular Pontryagin extremals are studied. The considerations are focused on the minimum time problem for a control affine system with vector inputs. Hamiltonian based methods are used to prove that the coercivity of a suitably defined second variation. Then, an involutivity assumption of the controlled fields, is sufficient for strong optimality of a candidate extremal.
