Social preference and political issues in transportation planning: An analytical approach. (English) Zbl 0691.90056

Summary: Over the last 10 years several modifications to transportation planning techniques and processes have been introduced. These modifications sought to make the planning process more responsive and sensitive to social needs. With the aim of contributing to a better understanding of current needs of urban transportation planning, we discuss in this paper the fundamental structure of an adaptive process, able to take into account both technical and political issues. We stress how flexible and comprehensive evaluation models, able to incorporate social preferences and to deal with the wide range of effects of non marginal changes in the supply of transportation, play an increasing role in planning. Then we try to give some contributions to the economic appraisal of transportation plans, taking into account the two main classes of instruments available to planning authorities, i.e. changes in transportation supply and the pricing system.
